What it means
↑ Upright
Watchful is the word for this figure, striding over rough ground with his sword up, looking this way and that. As a person, he is someone alert, inquisitive and quick with words, who notices everything and may report it. As a way of acting, he asks you to watch, question and examine before you commit. Keep the vigilance; keep it honest.
↓ Reversed
Vigilance gone sour: spying instead of watching, gossip instead of inquiry, suspicion that feeds on itself. It may describe someone close who pries into what is not theirs, or your own habit of checking up rather than asking openly. Waite adds the unforeseen and an unprepared state — so put the scouting aside and prepare what you can.
A slender young man strides across a high, windswept hill holding a sword raised in his right hand, his hair and the grass blown sideways, a flock of birds high in a sky of scattered cloud. Wind, birds and cloud all belong to air, the element of the suit. Waite stresses his vigilance, as though an enemy might appear at any moment: a mind that is quick, alert and restless.
Upright
Authority, overseeing, secret service, vigilance, spying, examination, and the qualities thereto belonging.
Reversed
More evil side of these qualities; what is unforeseen, unprepared state; sickness is also intimated.
