What it means
↑ Upright
Eight staves fly through open country, already drawing down to land: things in motion, and moving fast. Momentum, quick messages and decisions that gather pace once made belong here, and so do the arrows of love. Keep up with it: answer promptly, clear the way, and let speed serve the aim rather than replace it.
↓ Reversed
The same flight of arrows, turned on the people closest to you: jealousy, sharp words at home, a conscience that stings. Speed can also defeat itself, haste producing the very delays it meant to avoid. Slow the exchange down, and say what is actually bothering you before it comes out as a quarrel about something else.
Eight is movement, and in Wands the movement is speed: plans that have been launched and are now traveling fast. In the 1909 Smith–Waite deck, this card shows eight staves flying in parallel across a clear sky above open country and a river, with no one in sight. Nothing is left to push them; Waite reads the flight as nearing its end, so that whatever the staves carry is close at hand.
Upright
Activity in undertakings, the path of such activity, swiftness, as that of an express messenger; great haste, great hope, speed towards an end which promises assured felicity; generally, that which is on the move; also the arrows of love.
Reversed
Arrows of jealousy, internal dispute, stingings of conscience, quarrels; and domestic disputes for persons who are married.
