What it means
↑ Upright
What is handed down: knowledge passed on through an institution, a teacher or a shared rule, as the two ministers kneeling at his feet receive it. It favors the tried way — training, a vow, advice from someone whose experience you trust. Take the form seriously, learn it well, and ask what it was built to protect.
↓ Reversed
Custom kept for its own sake, or agreement bought with too much kindness: you may be going along with a rule you no longer believe in, or saying yes to keep the peace when a plain no would serve everyone better. Respect the people, question the form, and decide which parts are truly yours.
A priest-king in a triple crown sits between two pillars, a staff topped by a triple cross in his left hand, his right raised in the blessing Waite says divides what a teaching shows from what it keeps back. The crossed keys at his feet are the keys of heaven, the power to bind and to loose. His pillars are not the High Priestess's: hers guard a hidden temple, his stand for faith taught openly, through an institution.
Upright
Marriage, alliance, captivity, servitude; by another account, mercy and goodness; inspiration; the man to whom the Querent has recourse.
Reversed
Society, good understanding, concord, over-kindness, weakness.
